I got the idea it was more of a hirable type police. say the town founder pays 10gold a week for the guards to be in his town. thus giving reasons for taxes and such. he ofcoarse would be a ble to set certain guides for them to follow but thought the police would be more of like a hired npc type.

I agree that hired NPC would be cool but hired players would be bad....
One thing I have learned in all the years of gaming that I've done is that you can't play politics with 14 year olds. They never want to build or create anything they are all about destroying what they don't have. That was the ultimate fall of Shadowbane in all truth if anyone remembers that game.
I think being able to protect your town will be very important so I do like the idea

Dont think of it so much as player police but player bounty hunters.
There will be NPCs that can be hired by the town or player to protect their property but the daishar hold a special place. There will be racial PvP and you will have to be PvP enabled to someone. So say you are a Jarg.. you will start out with your PVP flag enabled to trogs. They are racial enemies after all. But later you switch that so you not PvP flagged to trogs then you become PvP flagged to other Jargs.
Now just because you have your PvP flag set to Jarg doesnt stop Trogs from still attacking you.. It just means that the trogs that do attack you will then become eligable to be hunted by the Daishar players because what the trogs did was dishonorable and influenced by Mearus. And the Daishar will get rewards based on the "action"

Racials tensions are hard to do properly. A dev could make the different races completely hostile to each other and allow for no changes, but I didnt like that approach. I wanted to give players the ability to work with players of other races, but at a cost.
Trogs and Jargs are racial enemies, but that doesnt mean a trog couldnt befriend a Jarg. It just means that if that happens that Trog will be black listed by the Trog race and considered a traitor to the Trog life and free to be hunted down and slaughtered like the dog in which ... sorry got carried away..
Anyway, racial tensions are complex and a player must choose carefully.

A few question DD, what if a Daishar player decides to go rogue(if its even possible)? Will the effect be the same as your example with the trogs and jargs?

Some scholars say that it is impossible for a daishar to go against their nature. the life force of the Valhyre flows too strongly in their veins to allow it. Although the outcast scholar Di, will relate a story of one Daishar that did go rogue and after the Valhyre were through with her found herself changed to the very same pillars of the world that Mearus once was imprisoned.

So are you saying that, unlike all other players, the Daishar have *set* PVP flags and can't attack anyone who isn't flagged to them by the bounty system? (that makes sense to me in order to stop the aforementioned 14 year old rash of destruction)
